The purpose and desire of Empowerment Homes Inc. (E.H.I.) is to provide a home of safety, support, structure and stability needed in order to obtain the goal of a life free from alcohol and substance abuse. We are dedicated to empowering women with the tools necessary to make positive changes that lead to healthy and productive lives!
Our main goal is to help residents focus on recovery as a new way of life. Residential clean and sober living affords the individual time to develop these new behaviors. We believe abstinence alone is not enough. One is not responsible for having the disease of addiction/alcoholism but they are responsible for their recovery from it once they are aware of it. Our recovering family style environment provides a beautiful, nurturing, loving home to help remove the feelings of loneliness, shame, despair and isolation. Studies show that individuals develop successfully in this kind of recovery atmosphere.
OUR WOMEN’S EMPOWERMENT (WE) HOME

This 5 bedroom/ 3 bath home is in central Tampa’s Seminole Heights upscale historic district. The home has been completely renovated to its turn of the century charm. It has a feeling of hominess and safety which is enhanced with our live-in managers. While our home is a truly beautiful facility with many numerous amenities, we consider it most important that our residents continue their 12-step recovery work. Therefore you will find numerous recovery meetings within a safe walking distance to the home. Only one block away is the city bus line, a convenience store and several restaurants.
We require a minimum stay of six months but suggest a stay of nine to twelve months. Our homes are offered to women who are serious about changing lifestyle and behavior associated with drug and alcohol abuse. Empowerment Homes Inc. (EHI) is dedicated to helping empower individuals to meet their needs, work on their issues and become healed, responsible, healthy and productive members of society. Residents are required to either; maintain employment, be continuing their education or performing community service work. This is to provide structure and a productive lifestyle. Residents are required to follow all house guidelines and may stay as long as these are followed.
Empowerment homes have a mandatory house dinner and meeting every Wednesday evening. All ladies must attend regular 12-step meetings and work the 12 step program under the guidance of a sponsor. Residents are responsible for payment of their program fees and supplying their own groceries.
ADMISSION PROCESS TO OUR HOME
Admission to an Empowerment Homes Inc. home is open to any recovering addict or alcoholic 18 years or older. The application process consists of calling for a phone assessment at (813) 933-2891. Next, an intake appointment will be scheduled for a director to give a tour of the home. An application must then be filled out and approved. Applications may also be filled out over the phone. There is a $75.00 non-refundable application fee. Weekly program fees are due before any resident can move in. A refundable deposit (see miscellaneous under guidelines) of $150.00 is required with acceptance into our home. A drug screen test is required when moving into an E.H.I. home. Once approved a resident contract must be signed by both parties before living quarters are assigned.
Program fees vary according to living arrangements and range from $150.00 to $185.00 per week. Program fees cover all living expenses with the exception of personal items and food. We accept cash, all major credit cards, checks and money orders made out to E.H.I.

GUIDELINES & POLICIES
The following behaviors WILL result in IMMEDIATE DISCHARGE:
- Being under the influence of drugs and/or alcohol!
- Possession of drugs and/or alcohol!
- Possession of any kind of weapon!
- Threats; either verbal or physical, or acts of violence directed towards staff, neighbors and/or roommates!
- Failure to submit to a U/A or Breathalyzer Test!
The following behaviors could result in IMMEDIATE DISCHARGE:
- Property destruction or altering the physical construction of the premises, including interior walls!
- Unaccountable or discrepancies in times off of premises!
- Lies, either found on your intake paperwork or otherwise, stealing, unusual behavior and/or any criminal activity!
- Failure to comply with program guidelines/policies and/or staff directions!
- Inability to pay program fees unless prior arrangements have already been made!
- Binging and then purging!
All program fees submitted are forfeited by default if you are discharged from the program/premises for violation of the House Guidelines & Policies! No fees will be pro-rated if you move out before a week is up.
1. 12 Step Meeting Attendance
You are required to attend a 12-Step meeting (either AA, NA, OA, Al-Anon, etc.) a minimum of 5 days or nights per week. Daytime meeting attendance must be approved by a Director for work related reasons. Your own 12-Step program literature (AA Big Book, NA Basic Text, etc.) is also a requirement.
2. Meeting Attendance Sheets
All house residents with less than 90 days residency are required to have a meeting attendance form signed by a member at the 12-step meeting, and not by another house resident. This provides us with a method to verify your meeting attendance. This provides you with a method to begin developing a strong support network in the recovery community.
3. 12-Step Sponsor/Home Group
You must obtain both a 12-step home group and a sponsor within your first 2 weeks of residency! Your sponsor must have a minimum of 12 months of continuous recovery. You must provide the name and phone number of your sponsor to the house director as soon as you have obtained one. At our discretion we may contact your sponsor to determine your actual commitment to and active participation in your personal recovery efforts.
4. In House Meetings
All house residents are required to attend In House meetings which are held once per week. This is usually a dinner and meeting unless otherwise notified in advance. House meeting attendance is mandatory.
5. House Curfews
For the first 30 days of residency you are to be in the house by 11pm each night of the week. After 30 days of residency you may be granted an extended curfew to 12 midnight/1am on weekends. This is at the discretion of the directors based on your overall progress and conduct. Each resident must be up by 8am Monday through Friday, and 9:30am Saturday, Sunday and legal Holidays. Lights out at 12am (midnight) Sunday through Thursday and 2am on Friday and Saturday. Exceptions could be made for those who work on weekends.
6. Signing In and Out
For the full duration of your residency you are required to sign-out when leaving the premises, and sign-in upon return. You must be specific about where you are going when you sign-out. If you are going to be later than 30 minutes from your estimated time of return (ETR) you must call a manager.
7. Over Night Passes
You must complete 30 days of residency, be either employed, doing volunteer work or in school, have program fees current and showing overall progress with good conduct before an over night pass will be approved. All over night passes must be requested and approved by a Director 72 hours in advance of the pass. Information as to where you are going and who you will be with is required. Third party verification of your over night destination may be required prior to, or after its approval. Inconsistencies (dishonesty) will result in either the pass being denied; your pass privileges being revoked for 30 days, or discharge from the program/premises.
You must be employed or receiving financial assistance. If a resident is receiving financial assistance they are required to be attending school or participating in volunteer work. There are certain types of employment that are not allowed, so you should speak with a house Director regarding employment opportunities that might bring your commitment to recovery into question. Examples of this would be cab driving, working in bars, strip clubs or places that sell alcohol.
9. Program fee obligation
Your program fee must be paid every Friday to the house Director or house manager by 10pm. Any late fees (paid after 10pm) will incur a $10.00 late charge. Any program fees and late charges unpaid by 9am the following Monday will result in removal from the premises (unless arrangements with a director are made in advanced). Readmission to the program is dependant on bed space. Deposit and application fee is payable at the time of entrance, unless payment arrangements have been agreed to by a Director and yourself prior to admittance. Any resident asked to leave their transitional living home will have 24 hours to move their belongings. Items that are not removed within 24 hours will be boxed and placed in house storage. A storage fee of $100 for the first 30 days will be charged and $50 per month after that. If personal belongings are not picked up within six months they become the property of EHI and will be donated appropriately.
10. Environmental Hygiene (Cleanliness)
- Your room must be kept neat, with your bed made at all times, dresser tops organized, rugs vacuumed, floors swept, clothes hung properly and trash emptied regularly. All rooms are subject to inspection at any given time, and any room that does not pass inspection may cause all residents in that room to have earned privileges revoked. No unsealed food containers are allowed to be stored in the bedrooms. NO eating in the bedrooms, period!! All food must be eaten in the kitchen, dining area or on the deck.
- The kitchen area is to be kept clean at all times, which means absolutely no glasses, dishes, forks, knives, spoons, etc. left in the sink at any time.
Trash must be disposed of in a timely manner. When full place trash in containers on back porch. Garbage pick-up is every Tuesday and Friday. Garbage cans are picked up in the back alley. You are to clean up after yourself any time you use the kitchen area for any reason. Any cooking done by residents requires immediate clean-up. Failure to comply may result in a $10.00 fine, loss of privileges and repeated non compliance could result in discharge of residency. No cooking oils, grease, hair dye or other solvents down the drains.
- No personal items are to be left in the bathrooms (with the exception of towels hung up to dry). You are required to clean the bathroom appropriately after using it so the next person is entering a sanitary environment to use. No flushing tampons down the toilet! Waste baskets are provided.
- House shutdowns will occur if the outside and inside areas of the home are not adequately being cared for, chores are not performed thoroughly, rooms are not being kept clean or general attitudes are not in line with house etiquette. These are done so at the discretion of the house manager or directors. House shutdowns void all off premises plans and require every resident to help bring up the cleanliness of the home. A house shutdown, when needed, is scheduled for a weekend day and can last up to 3 hours.
- NO! fires are allowed to be built in the fireplace!
- Residents are responsible for changing and washing their linens, preferably once a week. A washer and dryer are furnished in the home for your convenience with this responsibility.
Any delegation, assignment or request that is made by the house manager/directors is not merely a suggestion; it is a directive that needs to be followed without argument immediately or within the time frame specified. Respect, courtesy and willingness are 3 of the values we are trying to instill in this home.
All residents must assist in maintaining the house and grounds of your residence. To achieve this goal, all residents are assigned daily chores (these are mandatory as part of your stay). Privileges will be revoked for any resident that does not perform and/or maintain their chore duty throughout the course of the day. Chores must be completed by 10am.unless a resident has permission for a later time due to work reasons. Residents are to turn off lights and appliances if they are not being used and before going to bed.
12. Designated Smoking Areas
Smoking is not allowed in any part of the house! All smoking is to be done outside the house and all cigarette butts are to be discarded in the ashtrays placed on the front and rear porches. Should you be caught smoking in the house a $25.00 fine will incur for the first offense. For a second offense, you will be discharged from the house immediately.
There are absolutely no visitors allowed on the premises without prior approval from the house manager or directors. All visitors are to leave the property by curfew times. Members of the opposite sex are only allowed to visit on the front porch for no more than 15 minutes unless otherwise approved by a director. Visiting children of residents must be supervised by the resident at all times! No exceptions!!
Gambling and loaning money between residents is not permitted. You are not to provide another resident with any more than you are willing to lose. This is a risk you take when you place your property in their care. So why go there?
15. Drug Urinalysis/Breathalyzer Test
You may be requested to submit to a U/A or Breathalyzer (drug/alcohol test) at any time. This may be required with or without cause. Any argument or refusal to submit to either alcohol or drug testing will result in immediate discharge from the program. Also, another resident may request someone to be tested if a person’s behavior warrants it. Weekly drug and alcohol testing is done at no cost to the resident. Targeted Individual testing resulting from your behavior, attitude, suspicions from other house members etc, will result in a $5.00 charge regardless of the results of the test. In short, you get to pay for the behavior, attitude or suspicion your conduct has brought about.
At any time you are on the house telephone and there is an incoming call beeping through, you are to place your call on hold and take a message from the incoming caller for other house residents. Failure to do this will result in your house phone privileges being revoked for a specified period of time. Phones, both house and personal cell phones are to be used in a manner that does not disturb other house members. Loud phone conversations are not acceptable in a group environment. So out of respect for the other house members please keep your voice level down and the length of your calls to a minimum. There are no incoming or outgoing calls allowed between the hours of 12am. and 5am. Sunday – Thursday (except for emergencies).
You are required to disclose any and all medications you are taking, either prescribed or over-the–counter. At the directors or house manager’s discretion your meds will be inventoried. Some medications will not be allowed into the home. For the safety of the other house members and to insure your medications are safe, they are to be kept under lock and key. This helps eliminate the risk of loss or thief and the hardship /expense of having to replace a 30 day supply of medications that are needed for your physical or mental well being.
18. Intimate Relationships
It is strongly suggested that all residents refrain from all sexually intimate relationships until they have obtained a minimum of six (6) months of continuous sobriety/clean time. This is a crucial time to focus solely on your 12 step recovery efforts, develop a recovery based support network, learn life coping with problem resolution skills, become financially responsible/ accountable and develop a relationship with your Higher Power. This is not the time to indulge in romantic relationships.
- Parking is available in the driveway or along the street curbs.
- Residents need permission from a director to take a nap!
- No pets can be moved into the home.
- When leaving the house: all ceiling fans, lights, televisions, etc. are to be turned off. Lock all doors and windows.
- Your personal belongings are not covered by insurance.
- Please be considerate with the neighbors and your fellow residents. The volume of television, music and your voices need to be considered at all times, but especially during early morning hours and after 9pm.
- Since excessive power bills could potentially force higher program fees for you, please only run the dishwasher when it’s full and wash loads that are full but not overly stuffed.
- Absolutely NO sexual activities on the premises.
- Refunds on deposits are contingent upon certain conditions.
A) There are no damages to the home
B) Rooms are left in the condition the resident found them in upon arrival
C) The resident leaves on good terms and has been in the home for at least six months
D) The resident gives advance notice of at least two weeks.
Empowerment Homes Inc. residents must make every attempt to maintain their residence as a clean, sober, healthy and pleasant environment to live in. Please do your part to use common sense when it comes to either doing or not doing something that may affect yours or others continued stay. As grievances arise, they must be aired and dealt with in a mature, responsible manner.
